Pretty Lucky is a badge that causes enemies to sometimes miss when Mario is attacked.
In Paper Mario, it can be traded from Merlow for 5 Star Pieces. It uses 3 BP.
In Paper Mario: The Thousand-Year Door, it is found in the Rogueport Sewers. It is in the hidden block against the south wall opposite the Puni hole. It also be traded from Dazzle for 3 Star Pieces. It can also be stolen from Spanias, dropped from Gloombas, and gotten from various other enemies. It uses 2 BP.
