The Ice Storm is an item that appeared in the Paper Mario series. It can be used in recipes. In Paper Mario: The Thousand-Year Door, it does 3 damage to all enemies and has a chance to freeze them. It is more effective against fire enemies.
In Super Paper Mario, it does much more damage, depending on how much the meter is filled from shaking the Wii Remote. It is twice as powerful as a Fire Burst, attacking all enemies on-screen with a chance to freeze them.
