Dazzle is a mysterious character found in Rogueport Sewers. Like Merlow in Paper Mario, Dazzle has a Star Piece collection and will trade badges in order to add to his collection. Some badges he trades are rare and cannot be found anywhere else, but other badges can be obtained from other places. In Rogueport Sewers, Dazzle is found outside of Merluvlee's house, making both he and Merlow associated with Merluvlee.
